PC Barrie Gardiner, Casualty Reduction Officer at Humberside Police, gave us a very interesting presentation on the work of the casualty reduction team. He told us that he had been 25 years in the force and on joining it was his ambition to get into the traffic department, which he did after 5 years. He was not interested in further promotion but he is now the Casualty Reduction Officer. He said the work was based upon the four e's: enforcement, education, engineering and evaluation. He then broke each area down and explained how it was put into practice. PC Gardiner also showed us some slides and talked about the five main core offences:
1. Speed (Excess speed allowed by the Police is 10% of limit + 2 for e.g. 30 mph + 35 miles allowed). The Police have a speed management strategy and in 2013 here were 400 sites monitored from reports of speeding locally. They are monitored with strips across the road. The to 48 sites receive immediate treatment,, sites 49-100 qualify for vehicle activated signs and sites 101-150 qualify for speed watch.
2. Drink/Drug related driving.
3. Not wearing seatbelts - 1974 fixed penalty notices were issued in 2013
4. Mobile phone use - From April to October 2013 18711 fixed penalty notices were issued and
5. Careless/Dangerous driving - in 2013 there were 2121 collisions, 20 of these being fatal, 330 were serious and 171 had slight injuries.
All in all it was a very interesting (and at times graphic) talk on reducing road casualties on Humberside's roads, giving us much to think about.
